The rules were written for the shop counter
Asking for ID across a counter never translated online, so for years the gap was papered over with birthday dropdowns and "the courier will check". That era is ending.
Verification at the sale
Regulators increasingly expect the age check when the order is placed, not maybe at the doorstep. The store carries the responsibility.
Different rules per country
Germany, the Netherlands, and the Nordics each draw the lines differently, and they keep moving. Shipping across borders multiplies the problem.
Enforcement is moving online
Test purchases and fines that used to target physical shops are reaching web stores. "We ask for a birthday" is not a defensible answer.
